Random Legion Heroic doesn't t give u ID for any DF, so basicly u can do always DF for farm Blood of Sargeras, or any item to diss for mats. Good party do df in 5-9 min or less.
Specific Dungeon - Gives u ID so u can't do it again in Random Legion Heroic.

Herioc court of the stars doesn't lock you for some reason, so you could repeatedly farm that if you wished.

What you seem to be suggesting is the mechanic thats always been there, unless i'm reading it wrong.

Heroic didnt give u ID for any df so u can do it all and over, but it should gives u id on df what u just do. This didnt happend and u can do Random Heroic all the time

It has never given you a "Lock" when you random dungeons.

ahhh, u can farm randoms without being locked out. This isnt an exploit

It is quite easy to think you've discovered an exploit when dealing with some aspect of the game you aren't so familiar with, confusing it with a basic game mechanic.
