I found 2 Exploits one where u can go under Orgrimmar and an exploit where u can reset your cooldowns

I am not 100% sure because, i think it's intended that your cooldowns reset when you enter an arena but your Cooldowns should be on the state where their were before you entered the arena but maybe i am wrong but whether it's an exploit or not it's still can be very useful thing when you wait on something like Puntable Marmot or other Long Cd's

All abilities with a CD <10 min will reset upon entering arena's. It's working as intended (I'm pretty sure it's 10 mins).

Alternatively you could just enter proving grounds, talk to the panda to start the challenge and abort it right after--- then you can port out of the instance (don't leave it) and your cooldowns are reset.
The dungeon icon won't disappear if you leave and you can pretty much rejoin proving grounds from any (open world?) location.

I don't really know why this would be useful though unless you wanna dps dummys and reset

Blizzard can ban you for any reason they choose, if you play their servers and sign their ToS, they can do practically anything to your account, they own it. However, it is very unlikely to get banned for this minor shit.
