[Garrison] Buy 3 lvl2 blueprints before lvl100

My own garrison is at the moment only lvl2 and I got invited to a friend to his lvl3 garrison. I couldnt access the construction table but I could acces the blueprint vendor which allowed me to buy the lvl2 blueprints for the mine, fishing shack and herb garden. Since you cant buy them before lvl100, you can buy them this way which is going around this limitation. Im pretty sure thats not working as intended.

You can buy level 2 blueprints at level 96.

Im 98 and cannot buy above mentioned lvl2 blueprints. They came available to buy after I learned them after I bought them in another garrison.

These were available for me before 100. Not an exploit-

Definetly not an exploit. I was able to buy the mine_lvl2_blueprint with lvl 92 from my vendor. not sure about the others but its not an exploit
