My guess is he wants to do the packet editing exploit shown in a recent thread to get his weapon enchanted.

Tyranny doesn't scale with level so done on heirlooms makes it especially potent when leveling twinks in bgs

it actually does scale.

Yes, it actually scales even though wowhead doesn't display it.
It's 150 pvp power at 81-85 for example.
