you don't need any special glyphs or add ons all you need to do is this

heroic leap close enough to charge then while you're falling spam charge til you charge while staying in place.

I remember when you used to be able to jump, and the charge stun wasn't applied. The good'ol day of being a healer

No you can't because heroic leap has a minimum range

Not much useful. Its annoying instead.. when you really need that move.. but charge bugs out in place.
