Random Conquest Cap Bug

So there is no method i know of to this exploit, but this is basically what is happening

Normal arena conquest cap is 1800, i log in with my highest rating being 2v2 with 1216 rating. 8,300 cap. 2nd Character with no arena exp just a team that is 0-0 has 12,000 cap.
Sorry for lack of reason for a cause of this, but it is seemingly a big bug.

No exploit. Its a feature to people who dont play each week. With that feature they can come easier back into pvp.
