Flying mount in ab water? possible exploitation?

For some reason the Blazing Drake is an Aquatic mount... at least according to armory - could this be the reason you can mount Blazing Drake, but not other flying ?

There are a few flying mounts that you can mount up when you are inside the water in any place that has water not just AB, but your speed with it is the same as not having that mount and once you get out of the water it dismounts you.
