flying in northrend with no coldweather "engineering"

I was running around doing dungeons and stuff with my gm and he said that he didnt buy the tome yet but his engineering mount "turbo charged flying machine" worked so i had him go outside and sure enough it was working idk if he just didnt remember that he bought it on that guy im pretty sure it works though.
