It's called Pack of Vaccine ( Pack of Vaccine - Item - World of Warcraft ) which makes a "poison cload" on the ground. It has no cooldown so it's spamable.

Flaming Oil has been fixed on my server as of today. I was spamming it yesterday, and after the EU maintenance, it no longer works
