    this is much more safer cause the person can actually be willing to RAF himself and he can get married or change his last name :P
    If i understand you correctly (we don't speak english in our country) you want to make new account with info from raF-eligible country, which is basically the same as "exploit". But its useless for people who want Zhevra mounts on their main characters.

    my country is not up for RaF, so i asked GM(like 4 months ago) is it legal to support blizzard with false data in order to get RaF. what i was told is that it is slightly against the rules and that it is traceable. HOWEVER they won't trace people who claim to be from other country to get RaF(in opposite to cheaters). They might though use it against you if you piss them off. So far I played 2 RaF'ed accounts for 3 months and had no problems.
