the fps thing first:
cant you just use the task manager and right-click the task wow.exe and make priority to maximum ?

..ok you would have to do it everytime, but its not that hard, and you could test it with that


now the latency thing:

i heard of that "exploit" from a movie called "swifty" and after that i googled the process and read, that its windows default ( if you update ur windows)

Dude, your PC must be infested with malware or other shit programs if running WoW with High priority gives you such an FPS boost.
