There is no need for quartz hassle.
Just start casting heal normally and spam the drink button. You will get the drink, and because of global cooldown you won't use more than one.

You can also use this even further in Arenas by doing something like:
Priest: Greater Heal + Renew/PW:Shield + Drink
Shaman: Healing Wave + Earth Shield + Drink
Druid: Regrowth + Rejuvenation + Drink

Or just say:
Cast (longer than 1.5s) + Instant + Drink

Won't work for Damage Dealer Caster's, though. Currently not quite sure about Paladin Blessings, Holy Shock doesn't work at least (Sadly, you just stand up after using HS)
