"preventing them from fleeing" it says right there. fear is a spell that makes you flee. judgement of justice makes you unable to flee. therefor it negates fear.

My apologies. Believe it or not, despite having reached the honor cap (75k + 100 of each token) and having full s3, I had never encountered the combination of JoJ and fear at the same time. I stand corrected, clearly not an exploit, just a game mechanic I was unfamiliar with.
