And I figured it out.

NPCs can't actually speak.

Rather, when an NPC says something to you, they're speaking FOR you in a universal language that both factions can understand.

In game terms, when Brutallis yells, you're being forced to yell by the game code and the game is simply modifying your yell so that both factions can understand it and it LOOKS like it's coming from Brutallis.
