I suppose google forms is the easiest way, but if you want a proper site there are a lot of methods and options on how you can design a free website using an online builder. I've used one for my small e-commerce business and I had a lot more features available than I imagined I would have, so I'm sure you could do something using one of those. Even if you're thinking about the paid options, usually the prices are really nice for the services they offer. As I said, I have a small online shop and the expenses for the site are always covered by my incomes, it's nothing I have to worry about.
