Talent Ranks

Is it possible to edit talent ranks through only the DBC, or would I have to actually change the Graphical Interface to make it appear on the system, so when I go to play, I see for example 3/3 Cruelty instead of 5/5 Cruelty.

Yes, you can edit talent ranks thrugh the dbc alone. All you need to is the following:
Locate the ID of the first rank of the talent you wish to edit.
Open up the Talent.dbc
Column 5 stores the first rank of each talent.
Locate the entry that has your Spell ID in the 5th Column.
Add your new ranks in column 8(rank 4) and column 9 (rank5).

(If you wish to edit a single-rank talent to be multi-rank, you need to change the column 20 (should be 1) to be 0. aswell.
