Things fall from above!

Hi.
I'm a WOW player and a web developer.
When i play the game, sometimes i see things fall from sky to the ground when i geting close to them.
ex: Stomwind Gryphon Rider [Stormwind Gryphon Rider - NPC - World of Warcraft]. They must fly in stormwind city.

I wanted to know is that some sort of bug that only exists in WOW private servers?! Or it's just normal?
And if it's a bug, is it easy to fix? Or it's complicated?! How can i make them to not fall and stay at the position they must be?

Maybe the creature doesn't have the correct flags for flying. Maybe the server doesn't have the necessary map data extracted and built. This is hard to answer but it is fixable.
