are there actually any private servers for MoP 5.0 - 5.3?

There are quite a few 5.x servers now I think. Pandashan was the first successful one - they went and did it for profit and was very successful because it was a previously untapped market.

Heroes-WoW have just opened a MoP realm. No idea what it is like.

I expect they still have bugs but they are making great progress. It's definitely playable. I know on the heroes-wow one they are focusing more on PvE than PvP, no idea about other servers.

Any idea what core / DB they're using or where to get it? I'd like to test it out as I'm considering putting WoWemulator.com back up and I'd like to do MoP if it's stable enough.

They are using TrinityCore as bases then have private paid developers to update it to allow MoP clients to connect and play without -that- many issues. It costs them a bit getting the emulator functioning but the mass profits because of the few servers in the market make it worth it for them. For databases, they are generating them based of WoWHead and retail sniffers. In fact I just modified a wowhead sniffer for heroes-wow to generate a full English item set.

There is no public emulators that are even slightly functional.
