You will have to set the access level in the auth.account_access table. See Account access tc2 - TrinityCore for more information on this table.
As for the access levels themselves (taken from Common.h in the TrinityCore source):

Can i ask how to make some player level 4 / Because i need to configure soap user name ?
And soap needs level 4 :/

Console = the console of the program running the emulator. You communicate with that over soap, not to a direct player.

If you talk about worldserver.conf there's nothing there
