You need to install Visual Studio 2010 or get the C++ Redistribution package (or whatever it's called). Also make sure you have Net framework 4.

As stoneharry said, and is stated on the arcemu forums many times, you need to install the Microsoft C++ Redistributable 2010 package, this is the resulting error if you don't, also, obviously you need 4.0 .NET.
