Hey is there anyway to get people to Manuel sign up for my sever? Were they can sign up from a website and the information goes to the Sql server?

I want people be able to sign up and be able to play after some time

haha yes THank you but I know how to make the website but the thing is if its possible - "a registration on the website but goes to the Repack Sql server so they are already registered for the game

Go here and take a look at where it says

Account Registration Page:
Go into the index.php for your account registration page, and edit the first variables to your mySQL server configuration.

Is that what you're looking for? If I were you, I would just use the guy's entire template, but then use the first guide I posted here to get it online.
