Arena Level Requirement, and Battleground.

I've searched and searched, i've found a few topics that explain it a little but none of them were very clear at all. I would really appreciate some help so i can get my realm progressing, anyways What i'm trying to do is the following:

**Trying to figure this out for ArcEmu**

1. Make so level 19 players can buy Arena Charters, and also join Rated Arena's, (i think i got the join part fixed, now just making the NPC sell the charters to level 19, instead of getting the message of where you must be level 70, along with that, i'm trying to make so you can invite level 19 players to the arena team as well.

2. I'm not sure where, but i'm pretty sure its possible. I need to change Arathis Basin to allow level 19 players join it. Along with other BG's. If someone could help me do this i would really appreciate it!
