Getting a Server Website

We have our PServer website and we have some things we'd like to change. This is our website which we want to make some modifications to:

Terms of Service

First off, we don't plan on keeping this theme for too long - it takes too much bandwith with those semi-high quality background images and renders that it's slow for both those with weak internet, and strenuous on our bandwith as well.

But for the time being, I'd like to know if there's some way to have that animated banner in the middle completely removed... We want to put in some general "how-to-connect to us" information in that space, sharing same background as the news announcement stuff (The info I wanna put in there is as a news announcement at the top for the time being)

ALSO, anybody knows of a pre-built website which:

Has some relation to WoW (so no pink or fancy high-tech stuff that doesn't have anything to do with it) which supports MaNGOS servers, and has:

1- A lightweight homepage clearly highlighting the realmlist with some info on how to connect and such (all stuff I'll happily write up, provided we have the right organization of frames and such) with space for news (refer to our current website, that's one thing I definitely liked)
2- Account Creation on homepage (unless logged in already) which creates Game + Website + Forum Account
3- A Vote System (MaNGOS supportive) or ways for us to integrate it in the homepage, since we want to stress voting for our servers.
4- Forums which are neat, lightweight, and possible WoW-themed without a bunch of fancy features. We just want it for discussion.

And obviously all of the above being nicely linked together. All contiguous so you feel like you're visiting one website, not 200 different themes popping outta nowhere. Aka, we don't like patchwork...

We have finally integrated a voting system, but once again we'd like to have a more light-weight and informative website which is not too daunting. Any suggestions are appreciated. (Note: This needs not be WoW-themed, but definitely not something that's modern/high-tech/cheerful. It's warcraft we're talking about after all

Ah, noes we don't want high resolution renders, best if there are none at all. Just frames and maybe a low quality render as a background. The simpler the better, but it must look welcoming, not too blunt. As long as it's informative and well put together it'd be the website I'd be looking for.
