Hit ratin or weapon skill

I am a GM on a P server and myself and the admins are experiecing an issue with players hitting mobs over lvl 90ish. We are guessing that it is due to weapon skill capping at 375 even after lvl 70+. Also Raid bosses are not hittable by anyone unles they are lvl 80 or lower. Any suggestions on what could be the problem? also what info do you need as this is my first post and i will get any needed info to help fix the problem.

i think due to the fact your mobs are over lvl 90ish thats should be lvl 70 to 73 i suggest that changing their level and just increase their armor soo its like a lvl 90 mob.GAHH! i tried but i think i may be wrong
