I've decided to re-write Herleybob's guide so that it's easier to read and understand. Note that I do -not- take any credit for this work, as it was Herleybob's original post.
Required Files

--------------------
First, unzip the archive using WinRar, WinZip, etc.
Then, run the contained executable.
Select "Typical Installation" and click "Next"
Continue clicking "Next" until installation is complete and you are asked if you want to configure the server. Make sure the check box is selected, and continue with server configuration.
Select "Standard Configuration", and click "Next" to continue.
Select "Install as a windows service" and click "Next" to continue.
Select your Root password carefully, and make sure it is something you will remember, as you will need it later in the configuartion process for Antrix. Click "Next" to continue.
Allow MySql to finish configuring.
JulianX Repack
-----------------
Extract the repack to your desktop, or wherever you want. Remember where you extracted it, as this will be vital later.
SqlYog Setup
----------------
Install SqlYog as you would with any other windows application.
Once you've started SqlYog, create a new connection, and enter the information as outlined in the following image.
Connect to your MySql server.
Once you've connected, right-click "root@localhost" in the left panel. Select "Create new database". Name this database "antrix".
Right-Click the newly created Antrix database, and select "Restore from SQL Dump".
Browse to the repack folder you unzipped earlier. Inside it should be another folder named "sql". In that folder, you will find "TNPS7.sql". That is your antrix database dump. Select that file, and click "execute".
Do the same with "Missingtables.sql"
This may take a while, as it is querying and setting up your Antrix database. Press F9 to refresh your Antrix database.
Once that's finished, expand your Antrix database by clicking the + next to the database name. Select the "Accounts" database.

You can now exit SqlYog
Antrix Configuration Files
-----------------------------
In the repack folder, open "Logonserver.conf" and edit the following section by adding your MySql password.

Next, open your antrix.conf, and edit the following line to again reflect your MySql password.

Maps Setup
---------------
Still with me? Great! We're almost done!
Inside the repack folder you will find an archive titled "map_extractor".
Extract this Archive into your World of Warcraft Folder (Typically Program Files\World of Warcraft)
Inside your World of Warcraft folder, create a sub-folder titled "maps". Run ad.exe and wait. Once that is finished, move the "maps" folder to your repack folder.
Final Steps! (YES!)
----------------------
Change your Realmlist.wtf found in your World of Warcraft folder to reflect the new server address.

In the repack folder, run "logonserver.exe".
Wait a while, as it will take some time to get past the "Hooking Signals" bit.

Execute "antrix.exe"
Once it is finished, open WoW, type in your username and password as created in the antrix database, and ROCK OUT! You're done!
