Unfortunately, that did not work: the mobs scaled down like normal. It's not a big deal though, I was just wondering if it was possible. On a different iteration of Autobalance that was on an AzerothCore repack I used in the past, it would still scale down some even if the group size was full, so that's what I was concerned about here.
Also, I noticed that most mobs seem to be swinging for less than they should be according to the online database I'm looking at (tested on some mobs in Deadmines/Ghostlands/Draktharon as well as Rhahk'Zor), almost like they were using ranged damage instead of melee damage. Ranged attacks and spells seem fine. I checked this against the previous update, and even another core entirely, and it seems to be the same issue. I was wondering if this is some kind of known issue with private servers in general (in which case I can bump up their damage some in the config file), or if I'm misunderstanding something about mob damage. Any insight you could provide would be greatly appreciated!

Anyone can hire an NPCbot by talking to it once it's been spawned somewhere by the GM command. There's also a NPC (creature_template #70000 ) that can be spawned that allows someone to hire any free bot in the world, as if they had talked to it normally (the bot will teleport to the owner once it's been hired).
What I did was use my GM account to spawn the hiring NPC at each capital city, as well as a bunch of NPCbots hanging out inside inns, the guild office, just on the street, etc. So long as players can afford whatever price you set, they can be hired.

I apologize: I would have no idea how to do that and right now it may disappoint you, since thus far I've only spawned ten or so bots out of the many more available (I'm customizing their names/appearances for myself and my friends using the server). However, if it's a simple procedure to generate the script you're looking for, I would be happy to share what I have and what I will have in the future. If it's explained to me, I'll do my best, just be forewarned I have no experience with MySQL besides clicking a .bat to get it running and double-clicking on entries in HeidiSQL to change them.

WotLK Single Player Update 8 Release (January 25th 2021)!!
UPDATE. Some of the changes are listed below:
- Update TrinityCore rev. 5cd4603a9598 2021-01-25 00:13:51 +0700 (3.3.5 branch)
- Update NPCBots v4.9.32a
- Implement NPCBots data migration system.
- Implement NPCBots stats saving.
- New AutoBalance
Default Autobalance only enable on Dungeon and Instance, you can make world scaling autobalance by editing autobalance on worldserver.config:
AutoBalance.DungeonsOnly = 0
AutoBalance.levelScaling = 1
AutoBalance.levelHigherOffset = 0
AutoBalance.levelLowerOffset = 0
How to save and load Player:
Save and Load your Player using .pdump on worldserver console:
Save your player in the old version:
Syntax: .pdump write $filename $playerNameOrGUID
Write character dump with name/guid $playerNameOrGUID to file $filename.
A file with your player name will be created, copy that file in the root of the new update of the repack.
Load your player in the new update):
Syntax: .pdump load $filename $account [$newname] [$newguid]
Load character dump from dump file into character list of $account with saved or $newname, with saved (or first free) or $newguid guid.
How to save and load NPC Bots:

Thank you for this repack, it works really well and I appreciate the updates. I have a question though about the auction house bot, is there a way to make it so that the items put up by players can be sold? I've looked at it and there seems to be a lot of settings but even if I price things for 1 copper they don't seem to sell.

AHBots will buy your stuff every 1 minute.
When you set items in auction. Don't forget to set their bid and buyout to same amount.
AHBots will bid your item again and again if you set their bid and buyout to different amount,
and that actually lead to a long waiting time before they buy them.
Green items can be set their buyout multiplied from their sell amount at NPC around 2x-3x.
Blue items around 3x-5x.
Purple items around 5x-10x.

- Implement AoE detection and avoidance within combat positioning.
- Attempt to fix disappearing bots on login.
- Add item comparison by total item stats score for autoequip menu.
- Add option to send item links when opening item (auto-)equip gossip menu.
- Rogue: implement Envenom rotation.
- Allow player target -only spells to target bots if explicitly targeted or used by scripts. NOT TESTED.
- Fix loaded bots dump creature entries sometimes get deleted.
- New AutoBalance
