Fear anyone or anything

I've found a bugged item that makes anyone run in fear, even NPCs
The item is Bright Flare - Item - World of Warcraft.
It casts a 10 second fear on anyone, horde, ally, pvp-flagged or not. Too bad it has a 30 second cooldown and very low range(10-15 yds)
I have tested it on AMDWOW, unluckily they removed the quest giver there, so if you find any other server where it works ill update this post

Even if the target have already received maximum DR?
