[Question] What do you need to make repack! from scratch

Hey all i know alot about DB editing and i know how to set up repacks that have been released by other people. but i would like to know.. How to make a repack from scratch? and when tools should i use? could someone post a list of things i may need or a small guide to get me started. i don't want to start fancy. something small and ill progress as time gets on.

Something with ascent.exe Board Message

Put some custom stuff into it.
Like malls,
events,
custom places.
quest.
Custom cities.
Custom weapon.

Use ADE for armor, weapons, quest and vendor etc.

where do i get a core from? and database is? like ascent .. where from?

For a core I would go for Ascent 2.8 stable. For a database I would use NCDB, and just add to it whatever you want. The Venice DB is also stable, and apparently has more fixes than NCDB, but Im not sure how often they update their SVN.
