    Did you found the solution?
I want to do the same thing and I was able to edit the number of talent points per level in Player.cpp, but the panel still won't show up.
I found a really old trinity post and there were two solutions, one with a client patch and one to just edit the Player::InitTalentForLevel().
But that doesn't seem to solve the problem with mangos.

I hope somebody will have an answer for this issue, its crucial for me.

I believe this is done by the client on its own, so you can't really fix it server side. You could make the server lie to the client though. Make it so that if the level of the unit is below 10, it sends 10 in the object update packet. This should fool the game into thinking you are level 10 and it will enable the talents button. I think you can do that by checking if the field is UNIT_FIELD_LEVEL in Object::BuildValuesUpdate on Nost based vanilla cores, just like how the health points are hidden.
