And also when you have made the quest and added it to the server you will need to go into the creature_quest_starter and add the ID of the mob you want to have the quest and the ID of the quest , Also with Creature_quest_finisher
once you have done that restart the server and the mob will have the quest .

I think there is a limit on how many quests 1 mob can have up to 3 or something.

up to 3 quests...well i have 6 on a npc...i still dont know what the max is.
