Make a new sub-zone

Can you make new sub-zones, for example, in Dun Morogh, there is Kharanos. I would consider Kharanos a sub-zone. Is there any way- not to alter one, but completely make a new one? I wouldn't be surprised if you can't without having to have all of the players on your server download some little patch that edits your DBC, but maybe you wouldn't. Thanks in advance.

You had it right - client and server DBC Patches would be required.
