maybe if you were on the same map already but I'm pretty sure dev island is way off in its own area.

there used to be ways to get there, dunno if they involved model edits tho
Both is possible if you know to wich continent Dev Island belongs, there was a "model edit" that altered the route that the OG Zeppline would take to GM Island, I don't know if this still works but you could search around in the model edit section, if it's still possible I'm pretty shure it's in there. The alternative way would be to teleport or water walk + speed hack, ofcourse you need to know where exactly the Island is.
Teleporting in current WoW Patch is still possible, yet it's a bit more complicated than it was around Patch 1.7, you'll have to send faked movement packets with altered coordinates to the server, the easiest way to achive this is to reverse Blizzards packet sender functions and use them with a Injected DLL, a good place to start reversing the network functions would be either CInputControll or the Windows Socket Api, you're looking for a function that deals with the packets opcodes and calls an encryption function on them and finally calls the ws32send api.
You can look up the packets opcodes at wowdev, you'll need heartbeat and some movement packets.

Entering the instance results in a crash of the WoW Client, the source of most information is through WoW Map View. It is speculated that Blizzard intentionally set up Designer Island (and the other map Programmmer Island) to crash upon entry. Blizzard has made it so players can no longer use the island for any exploiting. The cause of the client's crash is likely due to the large spiked land, which reach to extreme heights. The game's engine would have trouble processing such information, and would end up crashing in the attempt to do so.
i think the same goes for programmers isle.
There seem to be a mass confusion in this post regarding the difference between GM Island and Development Island.
Unless the server decides to give you a teleport to a specific Instance ID you have to look long for a way to get to Development island (for real)
You can however spoof the instance id and make the client believe that you are there but that would be the same thing as going there on a private server (lame).
Getting to GM island is no big deal, regardless of method.
