So planned to start after some time off.
Back in the days it was possible to buy Russian battle chest from Plati.ru from a small amount. But i doesn't seems to be possible anymore.
What is the cheapest accounts to buy and from where?

You only need a subscription in order to play 1-110 content. If you want to play an endgame, you will need to buy Battle for Azeroth, which will also increase your level cap to 120. Otherwise if you only have money for subscription, for the time being you can stick playing up to 1-110 with no restrictions.
