Does anyone have a program or can develop a program that I could log in with an account and capture info about the character, the stuff it has on and yielding and perhaps the stuff in its bag as well?

your best bet would be a mixture of third party programs and LUA. Because capturing bag info from memory reading will be flipping hard.

Just have the LUA addon save the data to a config file.

Great idea, Now how do I install an LUA? I found one that basically does what I wish.

No Installation needed.. Just write a little wow Addon and save a table-variable.
Next time you quit wow just look in the WTF folder under SavedVariables.
