Yes, a new account will be paid for. Since a new account comes with 5 weeks free game time, no more on top of that will be added.

If I'm still not clear heres an example:

Billy pays for a 1-60 PL

Account gets banned at level 47

Billy is provided with a new key, makes a new account, then we re-level the 1-60.
