Leechers, can't post in current threads.

Is there a way that we can make it so leechers can't post in a thread, but they can only create a thread.

I see SOO many leechers just flaming, and claiming to +Rep people, when they are leechers...

This would bring down alot of the hate spam, but still give them a chance to contribute.

I'm just throwing some idea's out there.
