Uh, PQR went with a boom way back few years. The issue was PQI part of the addon that used to broadcast a message in chat regarding version info. Blizz noticed that, monitored it for a time and simply banned tons of ppl using it.
With you asking for it my guess is that you are playing on Private Servers.

I need to double check my collection of bots for MoP, but im pretty much sure that i have PE and Soapbox latest released versions of bots and rotations for 5.4.x
