PQR cast spell based on player buff

So i'm trying to make a balance pvp rotation, and i'm having a problem making PQR cast Starfire only if i have the Wrath of Elune buff, so i had a mini eclipse setup and for some reason it's not casting Starfire even if i have the buff, what am i doing wrong?

Eclipse:

if not eclipse then eclipse = "solar" end

if UnitBuffID("player", 46833) ~= nil
then eclipse = "solar"
elseif UnitBuffID("player", 46833)
then eclipse = "lunar" end

Starfire cast:

if eclipse == "lunar"

and IsSpellInRange("Wrath", "target")  == 1
then return true end

So correct me if I am wrong, when there, but When you have no eclipse, you want the bot to go solar, and when you have solar eclipse and buff Wrath of Elune, you want it to cast starfire right?

I actually want it to only cast Starfire only if i have Wrath of Elune buff, else just spam wrath.

Edit: I got it to work, removed the whole eclipse logic and added this

if UnitBuffID("player", 46833)
and IsSpellInRange("Starfire", "target") == 1
then return true end

edit: i see, i dont realy play wotlk, but in cata if you lunar u go starfire, and if u solar u wrath, i have it done if u want it

therefore, i was making a boomkin pvp rotation a while ago, but for cata where u dont cast as much, and i wanted AOE moonfire and insect swarm spread, was little bit tricky to make it work for arena123

yeah it's way too situational, i'm not trying to make a full routine, just one that spams the basic stuff
