System administrator permission required...

FIRST: Currently running windows 10. I am the only user on the computer as well as the administrator. Tried downloading both 7.2 and 7.3 versions and same situation for both.
D3 running 32 bit full windowed mode and the following error comes up:

"Windows cannot access the specified device, path, or file. You may not have the appropriate permissions to access the item"

Yes I run as administrator from the menu and the game was running but still the above message.

SECOND: When I try to rename the file TurboHUD to another name I get the following message:

You'll need to provide administrator permission to rename this file"

I can change the name of anything else on the computer and it allows me except for this single file.
Antivirus was off at the time of download, install and test runs. I have googled the crap out of the problem and nothing seems to work. Please any suggestions?
