What does this green bar represent?

its the ehp in realtion to other players ehp. so a full green bar means that this player has the most ehp

It is still in the old section: config\ui_default\ui_default_main.xml
You can find it under

is their a way to turn off the paragon capture/ the one that turns the overlay off and back on

in Config\config.xml change to:
