Goblin Shrines/Packs - When do they load?

Are goblin shrines loaded when you create a game, or enter a zone? If so, is there anyways to read the memory when you load a game?

Basically, I love killing goblin packs, and was wondering if there was a way to indicate if a goblin shrine or pack loads before traversing through the map to find them.

If this was possible it would be already implemented I believe
To answer your question, no. Everything (monsters/shrines/pylons etc.) is loaded when you are about 75-100 yards away (dont know the exact value). Except the map
