It's intentional. It's based on the pickit file in the config subfolder that tells it what types of items you want to keep. It then greys out items that don't meet the criteria you specify it pickit.

If you'd like to disable it, go into the plugins/user folder and rename the file in there from PluginEnablerOrDisablerPlugin.txt to PluginEnablerOrDisablerPlugin.cs.

It looks like the comment for PluginEnablerOrDisablerPlugin is incorrect. It says

*.txt files are not loaded automatically by TurboHUD. you have to change this file's extension to .cs to enable it

You should not make edits to the default files, simply because any changes you made will be lost the next time you update TH.

The solution is simple.
Rename PluginEnablerOrDisablerPlugin.txt to PluginEnablerOrDisablerPlugin.cs.

Then add this to your customize():

            // turn OFF // sell_darkening
            Hud.GetPlugin<InventoryAndStashPlugin>().NotGoodDisplayEnabled = false;
