The CoE buff that we have next to our names i'm wondering if its possible to have a plugin or just a quality of life change to have that under our character kind of like we do with focus and restraint, thank you.

maybe you try to figure out how focus and restraint is done in default plugins...
and use your personal "PluginEnablerOrDisablerPlugin" to Add COE to the "PlayerBottomBuffListPlugin"

it should look like this:

Hud.RunOnPlugin<PlayerBottomBuffListPlugin>(plugin => 
{ 
    plugin.RuleCalculator.Rules.Add( 
        "the new rule" 
    ); 
});
