Buying my friends account please help !

I am trying to buy my friends account tha the has that has many rare mounts and others but thing is he doesn't want to give me his ID for personal issue's and would be willing to give me his game cd keys would i be safe on having the account still or no ?

The original owner can always recall an account no matter what documentation they give you. There's no telling how "safe" you would be since it's contingent on another person's character; if you know the seller personally you should be able to gauge that accordingly.
