Newest ban wave

Is the newest ban wave a hwid ban and or IP ban? Would I be able to make a new account with a new email and buy the game again on the same computer and not get banned? If you don't have the answer pls don't comment not to be mean or anything I just want to keep this post clean for other people if they want to know they don't have to look through a bunch of people saying shit.

Because Blizzard Support themselves have said you may purchase a new copy of the game.
