Great lvl 19 Twink Items

1-Talbar Mantle
2-Lucky Fishing Boots

You can receive the Talbar Mantle which is the only green shoulder for a lvl 19 from a chain quest. The chain starts as an unmarked quest in the Wailing Caverns. You have to slay all the bosses without dieing or leaving the instance and you will recieve a quest item from the main boss which leads to you recieving the talbar Mantle.
The talbar mantle has 3 stamina and 6 intellect.

The Lucky Fishing Boots are received from the fishing contest in STV. You have to catch a rare fish within the time limit and then you can turn the rare fish in at Booty Bay to receive these boots. The greatest thing about them is that they do not have a level requirement which allows you get cats swiftness or boars speed on your boots which require a lvl35 or higher item. Since the boots dont have a level requirement you can get any enchant.

Talbar will be replaced by Rugged shoulders . The upgrade on rugged shoulders is gona be +8 agil now...Which is awsum for twinks.

Those are great items. Though, is the mantle for both sides? Although I'd like to note that the serpent shoulders that drop in wailing caverns have turned blue and give 8 agility.

Nope, +3 stam > +5 spirit, also you get +6 int instead of +5. Talbar mantle is the way to go for mana users

Although you may regard the now blue Rugged Spaulders as good twink items, Blizzard did it to COUNTER twinks by generally buffing everybody in that level range. (Since they're bop)

The Lucky Fishing hat from STV is a preety damn good twink hat too btw

Rugged Shoulders is 8agi Serpents shoulders from WC is 9 agi also gloves of the fang are nice with +6 agi and +5 str and glowing lizardscale cloak now has 6 agi and 2 stam
Footpads of the fang also gives 6 agi 6 stam or something liek that anyway
Belt of the fang gives5 agi 5 stam me thinks and is also blue
