Upgrade 98 & 99 IV or wait for all 100%?

Just want to hear your opinion.
I have several 98 and 99 IV Pokemon and only one with 100% IV.
I'm wondering if i shall really wait with maxing until i have every Pokemon with 100% IV. Do you think it's realistic or not worth it?
How much is the difference from 98 to 100?

I wait 100% only for pokemons like Magikarp, Dratini, Eevee....for sure not a Tangela or a Oddish. Basically 100 for those who are rare, with hard-to-do candies. The others i choose to upgrade when i have a good IV one (95 is good), if they have good moves i keep them, otherwise I delete it and keep botting, another 95+ will show up eventually

I'd only bother with IV on Dragonite, Gyarados, Vapoeron, Snorlax & Lapras. Rest doesn't really matter.
Anyways, the difference is too tiny to be noticeable with 1-2%.
Besides, when evolving, it tends to increase the IV by 1 or 2 %. Haven't tried, whether evolving a 99% IV gives a 100% IV, but evolving 49% will give 50%-51% IV pokemon. So you might not even need to find unevolved 100% ones to get the best.

id look at movesets before upgrading pokemons i upgrade a 96 poliwrath with bubble over a 100% one with mudshot anyday. Some move sets are mucn stronger than others... also some are better for def or for offense

example : perfect snorlax def is zen headbutt and hyper beam and offense is lick hyperbeam

Moveset > IV
Few days ago I was like you, just try to have highest IV pkm.
Then I tried to fight a gym and notice that my 100 IV dragonite was weaker than my 91 IV one with Dragon Breath + Dragon Claw.
So i've lowered all the KeepMinIvPercentage in the filter to 90-85, and before transferring a pkm with 85+ IV i first look at the moveset.
Also defense moveset are good (to defend gym) so if you find a dragonite with Steel Wing + Hyper Beam / Dragon claw dont transfer him, its one of the best defender
