Pokies have hidden stats such as attack, defense and stamina. IV percentage is how close they are to perfect values. 100% would be absolute best you can have

...and I believe It refers to the 'quality' of the pokemon i.e. how it's rolled stats upon capture. I'd leave it at default value.

It's the hidden IV value. Pretty much the same thing in pokemon games.

If the pokemon that you caught is equals or more than the number that you put in there, the bot won't transfer it.

E.G. </KeepMinIVPercentage> 85

Everything that you get that's IV is 85 and above the bot won't transfer it. You don't need this if you're not interested in battling.
