Maybe it is 53 other people besides yourself that are wondering the same thing only you decided to ask? It's a down-time right now, it's been nearly a year since the last patch. Subscriptions are at an all-time low, thus activity is going to be lower on these forums. Not getting a response within 2 hrs and leaving this response is kind of douchey...
With that being said, it really depends on what you want to do. HB, while not getting many updates is more a reflection on the dying community of Warcraft as a whole because people just aren't playing the game, thus profile creators aren't making scripts as much. Their legal troubles this year likely didn't help either, with Blizz getting a hold of their source code and also what seemed like mass bans ever 2-4 weeks. Still, it is a juggernaut. It probably is getting more attention and updates than any other bot out there. So, ultimately, you need to be specific with what you are looking for. There are some other alternatives you can try out, WRobot, ReBot, and so on... Soapbox is probably the best thing out there if you specifically just want a rotation bot.
Patience...Things get better when new expansions launch and people start playing the game again.

MMORPGs are still very active. World of Warcraft included. the MMORPG genre is just getting 'old' to people. It is of no fault to Blizzard or any of these companies. Blizzard is doing their very best to keep the genre alive. They will always be popular to a certain extent, the newer gaming generation is just not as interested in them as the were even a fear years ago. Final Fantasy and World of Warcraft aren't dying, its just not the most popular game anymore.

HB is by no means dead, lol.

I'd say HB is both the most popular one and the best one. The only other competitor might be Rebot

Indeed. If you bot in a smart way, you are more "safer" than bot in a dumb way.... for example... if you do bgs afk then people will notice you are moving and playing in a bot way... then they will report you.. if you are hours in the same spot??, guess what, people will report you too!!!... right now blizzard are not that worried about detect the bots.. people are reporting them. I have lvl up 6 toons to 100 and farm gold in different way and no problem still.
If you bot, hack or do anything "illegal" then you are 50/50 to be banned. If you care about your account then dont bot, if you dont, then go ahead and risk your self :P.

I feel kinda bad people call any game that isn't the huge fotm "dead" :-(

Apoc was forced to share his personal computer to Blizzard (which indeed included Stormbuddy (the HotS bot) source, but it seems, he was not working on Honorbuddy development at that moment, so this is not related to WoW.
Btw, there is some recent rumors, that Blizzard stole the AI of Apoc's HotS Bots to use it in their favour.
And there was exactly 2 Honorbuddy-targeted banwaves so far: 13.05.2015 (1 year ago) and 16.12.2015 (5 months ago). On both, all caught received 6 months suspensions.
But on the recent Soapbox and Rebot banwaves, all caught accounts received Permanent bans, indeed.

Dont you remember the 7 months ban wave for all HB users?
They detected every and each HB injection and I am sure they do now.
