This is not an exploit, and finding a cow level takes way longer time then just leveling 1-70 without using any experience gear at all, unless you are really lucky.

I have done over 1k rifts and I have not gotten the cow level yet, the only reason I have even seen the cow level ingame is because my friend invited me to his game when he found it.

go back to look at the text of where you saw that, it will be the "Not the cow level".

Which is the cow level that was from the special event goblins that happened back a month or so ago.
